In the era of Mayor Manuel B. Brilliantes, Jr., Monkayo College of Arts, Sciences and Technology came into being with the passage of Municipal Ordinance No. 21 on August 19, 2008, by then Sangguniang Bayan Member, Honorable Remigio T. Saldua. This marked a significant milestone as it became the first LGU-owned and operated local college in what was the Compostela Valley Province, now Province of Davao de Oro, to receive a Permit to Operate from the Commission on Higher Education (CHED) through its Regional Office in Davao City. This achievement was granted in accordance with the directives laid out in CHED MEMORANDUM CIRCULAR (CMO) No. 40 series of 2008, with initial Permit to Operate Nos. 66, 67, and 68 issued on June 11, 2009, covering programs such as Bachelor of Science in Business Administration (BSBA), Bachelor of Elementary Education - Generalist (BEEd), and Bachelor of Secondary Education major in English (BSEd).

The inaugural school year for MONCAST kicked off on June 14, 2009, with 142 eager students embarking on their academic journey. Among them, 40 enrolled in BEEd, 37 in BSEd, and 65 in BSBA, with a notable portion benefiting from the municipal scholarship program. Temporary classrooms were set up in the rented Municipal Council of Women Building (MCOW) while the construction of the school's first 5 classroom building was underway.
